On March 28, a historic meeting took place between representatives of the LGBT World Beside (LGBT WB) organization and the State Secretary for Asylum and Migration of Belgium. This meeting, held in the capital of the European Union, laid the groundwork for cooperation on the protection and support of LGBTQ+ refugees, especially from Russia.
Representatives of LGBT WB, including Harlem, Katya, Christina, and Daria, expressed concern about the deteriorating situation for the LGBTQ+ community in Russia. They noted the adoption of new repressive laws and the threat of persecution, especially following the initiation of criminal proceedings against an LGBT club. The organization’s representatives shared a report prepared by lawyers, which emphasized the need to protect the rights of the LGBTQ+ community.
On the other side of the table, a representative of the State Secretary for Migration acquainted meeting participants with cooperation opportunities. She proposed allocating a quota of humanitarian visas for members of the LGBTQ+ community from Russia. However, for this, LGBT WB must submit a comprehensive proposal, including justification for the allocation of visas, the number of visas requested, and the level of support the organization can provide to refugees, including accommodation and integration assistance.
Cooperation with Belgium means not only providing humanitarian visas but also support in processing asylum applications. Under the terms of the agreement, LGBT WB must submit individual applications for each case, including identity documents, justification for the application, and other supporting evidence.
One of the key points of discussion was the issue of refugee accommodation. Belgium has limited space in accommodation centers, so the ability of LGBT WB and its partners to provide support with accommodation will play a crucial role in the consideration of applications.
In addition, the representative of the State Secretary advised reaching out to other human rights organizations and considering the possibility of cooperation with the Cabinet of the State Secretary for Equality, which has a shelter project for LGBTQ+ refugees in Brussels.
In conclusion, the meeting concluded with a successful agreement on cooperation between LGBT World Beside and the State Secretary for Asylum and Migration of Belgium. This step opens up new prospects for LGBTQ+ refugees, providing them with the opportunity to receive protection and support in a country where their rights and safety will be guaranteed.

28 марта, состоялась историческая встреча между представителями организации LGBT World Beside (LGBT WB) и государственным секретарем по вопросам убежища и миграции Бельгии. Эта встреча, прошедшая в столице Европейского союза, заложила основы для сотрудничества по вопросам защиты и поддержки ЛГБТК+ беженцев, особенно из России.
Представители LGBT WB, в числе которых были Харлем, Катя, Кристина и Дарья, выразили обеспокоенность ухудшающейся ситуацией для ЛГБТК+ сообщества в России. Они отметили принятие новых репрессивных законов и угрозы преследования, особенно после возбуждения уголовного дела против ЛГБТ-клуба. Представители организации поделились докладом, подготовленным юристами, который подчеркнул необходимость защиты прав ЛГБТК+ сообщества.
С другой стороны стола, представительница госсекретаря по вопросам миграции ознакомила участников встречи с возможностями сотрудничества. Она предложила выделение квоты гуманитарных виз для членов ЛГБТК+ сообщества из России. Однако, для этого LGBT WB должна представить полноценное предложение, включающее в себя обоснование необходимости выделения виз, количество запрашиваемых виз, а также объем поддержки, которую организация сможет предоставить беженцам, включая размещение и интеграционную помощь.
Сотрудничество с Бельгией означает не только предоставление гуманитарных виз, но и поддержку в реализации заявок на убежище. По условиям соглашения, LGBT WB должна представить индивидуальные заявки для каждого случая, включая документы, подтверждающие личность, обоснование заявки, а также другие доказательства, поддерживающие ее.
Одним из ключевых моментов стало обсуждение вопроса размещения беженцев. В Бельгии ограничено количество мест в центрах размещения, поэтому способность LGBT WB и ее партнеров предоставить поддержку с размещением будет играть решающую роль при рассмотрении заявок.
Помимо этого, представительница госсекретаря посоветовала обратиться к другим правозащитным организациям и рассмотреть возможность сотрудничества с Cabinet of the State Secretary for Equality, имеющей проект-шелтер для ЛГБТК+ беженцев в Брюсселе.

België opent de deuren voor LGBTQ+ vluchtelingen
Op 28 maart vond een historische ontmoeting plaats tussen vertegenwoordigers van de organisatie LGBT World Beside (LGBT WB) en de Staatssecretaris voor Asiel en Migratie van België. Deze ontmoeting, gehouden in de hoofdstad van de Europese Unie, legde de basis voor samenwerking op het gebied van bescherming en ondersteuning van LGBTQ+ vluchtelingen, vooral uit Rusland.
Vertegenwoordigers van LGBT WB, waaronder Harlem, Katya, Christina en Daria, uitten bezorgdheid over de verslechterende situatie voor de LGBTQ+ gemeenschap in Rusland. Ze benoemden de invoering van nieuwe onderdrukkende wetten en de dreiging van vervolging, vooral na het starten van strafrechtelijke procedures tegen een LGBT-club. De vertegenwoordigers van de organisatie deelden een rapport dat was opgesteld door advocaten en benadrukte de noodzaak om de rechten van de LGBTQ+ gemeenschap te beschermen.
Aan de andere kant van de tafel informeerde een vertegenwoordigster van de Staatssecretaris voor Migratie de deelnemers aan de vergadering over samenwerkingsmogelijkheden. Echter, hiervoor moet LGBT WB een uitgebreid voorstel indienen, inclusief rechtvaardiging voor de toewijzing van visa, het aantal aangevraagde visa en het niveau van ondersteuning dat de organisatie aan vluchtelingen kan bieden, inclusief huisvesting en integratiehulp.
Samenwerking met België betekent niet alleen het verstrekken van humanitaire visa, maar ook ondersteuning bij de verwerking van asielaanvragen. Onder de voorwaarden van de overeenkomst moet LGBT WB individuele aanvragen indienen voor elk geval, inclusief identiteitsdocumenten, rechtvaardiging voor de aanvraag en ander ondersteunend bewijs.
Een van de belangrijke punten van discussie was het onderwerp van de huisvesting van vluchtelingen. België heeft beperkte ruimte in opvangcentra, dus de mogelijkheid van LGBT WB en haar partners om ondersteuning te bieden met huisvesting zal een cruciale rol spelen bij de beoordeling van aanvragen.
Bovendien adviseerde de vertegenwoordigster van de Staatssecretaris om contact op te nemen met andere mensenrechtenorganisaties en de mogelijkheid van samenwerking te overwegen met het Kabinet van de Staatssecretaris voor Gelijkheid, dat een project heeft voor opvang van LGBTQ+ vluchtelingen in Brussel.
Tot slot werd de vergadering afgesloten met een succesvol akkoord over samenwerking tussen LGBT World Beside en de Staatssecretaris voor Asiel en Migratie van België.
